Designing an Improved Platform for Contingency Reporting and Response in a Typical Developing Economy

One of the most challenging setback to emergency and disaster management in developing countries, with specific reference to Nigeria, has access to timely information, particularly those relating to reports from the initiating points of the events to the coordinating agencies and the first responders. To address this shortcoming, this paper attempted to provide an improved platform for contingency reporting and response that will enhance the flow of critical emergency
information between the public the emergency coordinating agencies and the first responders.
To achieve its objectives, a robust but cheap Emergency Management System (EMS), capable of providing geocoding functions for real-time reporting and analysing contingencies was designed and tested. Eclipse Integrated Development Environment (IDE) used to develop the Emergency Response Platform Web Application and the database of geocoded address as well as Google Maps Application Programming Interface (API) which served as the development environment for the Emergency Event Notification System and also provided the service that geocodes reported geographic coordinates to physical address, were used in this study. The designed EMS
facilitates the process of reporting emergency events through the use of easily accessible mobile and web applications. It also aids and simplifies contingency events management processes through easy routing option while also providing a well-structured flow of information between the various stages of contingency management.
